槟城,“钱”线州

大选战才掀开序幕,你知道槟城的全民运动是什么吗?

在巴刹的话题是“今晚那里有免费餐、有什么幸运抽奖”;男丁们则到处打听,那里有得插一马旗帜赚外快;槟城满城尽是一马旗,一名小贩更因拆除在自家篱笆的一马旗,而被打到进ICU。

州内各组织都因大选而 “突然发财”,获得为数2千至10万令吉不等的“慈善拨款”。根据2013年4月13日的《光明日报》报导,一马组织短短几天内,已在槟城拨出超过250万令吉给州内165个以上的组织,包括槟城及北马各接领5万大元的三大中文媒体组织。

此外,一马也在40个州选区内,举办总价值320万的幸运抽奖活动,包括填字、穿着、悬挂及海报竞赛,在每个选区选出赢家送出500令吉奖金。还有4辆国产华嘉轿车待赢取呢。

提名日(20号当晚),国阵回到308的红潮圣地– 韩江中学举办国际巨星演唱会,入场只需一块钱+身份证副本,抛钱引吸年轻人。

今天的槟城已从2008年行动党的前线州,变成了大财团疯狂撤钱吃喝玩乐的“钱”线州。

这笔钱,即不是政党,也不是来自政府,来历不明的巨额,莫非就是马来西亚全球黑钱外流的一部分?大马在2010年有2千亿令吉的黑钱外流,是全球黑钱外流之冠。因大选撤在槟州的巨额,很难让人不联想当中的关系。

民联尽管当了州政府,但我们财力薄弱,更不会动用政府的钱来搞政治。除了网络宣传外,我们只有借着一场又一场没有免费餐点、反倒过来还要向民众募捐的政府座谈会,目的是要告诉人民:这5年你给我们的机会,我们做出了什么成绩。

座谈会当中,许多人是吃了一马的晚餐,再过来民联听政治座谈会。

这届大选,槟州民联推出了《槟州净绿,人民安康》竞选宣言,列出要展开的良政,当中很多是延续过去5年的政策,包括制度化分发100令吉回馈金给乐龄人士、残疾人士、单亲妈妈,每月援助三轮车夫100令吉、宝贝计划200令吉、快乐学生计划等。当然,我们也必需延续深获佳评的公开招标、绿化政策、制度化拨款华校。

这些良政是州政府每年将赤字转亏为盈赚到的钱,是人民的反贪红利。我们从2010年起制度化年年派钱,而不是像联邦政府或趁大选崛起的一马组织,最后一分钟才拼命派钱。

有人质疑,这样派钱,会破产吗?只有我们民联州不会破产,因为执政以来,我们秉持公开透明原则,禁止代议士家属与州政府作商务交易,政府工程全部公开招标,省下的钱,分给百姓,而不是像联邦政府,为了胜选拿未来钱来分。

随着大选脚步越近,许多外国媒体闻风来采访时说:民联州属当中,槟州的表现最特出最亮眼。这要我怎么比较其他的州属呢?我只是在槟城当首长啊。若要比较,我认为应该以现在的民联州与以前国阵执政时整体作比较,或现任民联州与现任国阵州来比较,以示公平。

我借讲座会告诉选民:国阵派的钱,照拿,不需要不好意思— 因为那可是您的纳税钱;票呢?照投民联,最重要的是,记得为你孩子的将来,投下神圣的一票。

槟城,虽为本届大选的“钱”线州,但我相信槟城人的智慧。

    Malaysia is poised for election on the 5th of May, 2013. Hopefully, the Chinese will be much more united this time than in 2008 when some Chinese voted for the MCA which sided with UMNO to continue the anti-Chinese racist policies. I hope the Chinese in Malaysia know that only by voting against MCA or for DAP will the Chinese have a chance to defeat the UMNO-led BN. And only by defeating UMNO-BN will there be any chance for getting rid of the racist policies once and for all.

    Many people in Malaysia say racism is not the issue. They say it is corruption, incompetence, croynism, etc. that are the issues. These people are liars. Racism is the root of all evil in Malaysia. It is racism that spawn all the injustice, the corruption, the incompetence, paralying cronyism, etc. The fundamental injustice of racism makes a mockery of justice and demean the sanctity of the law and creates the environment for corruption and crimes. Racism allows those who are the most competent to be bypassed and allows those who are the least competent to be appointed to offices based on personal relationships and race. Racism allows the corrupt officials to extort bribes from the Chinese even though they should be entitled to the economic rights or educational rights under the UN Declaration of Human Rights.

    Racism forced many Chinese to flee Malaysia for more equality in some other countries such as Australia, UK, America, Canada, etc. Many Chinese have left for Singapore, HK, Taiwan, and mainland China. With more economic opportunities in other countries, fewer and fewer ethnic Chinese choose to invest in Malaysia. This leads to brain drain and capital flight and a reduction of inflow of capital. Without Chinese investment, Malaysian economy is not growing. Right now Malaysia is getting a lot of oil illegally from the Chinese sovereign territories in the S. China Sea. Once China reasserts its sovereignty over its Sansha territories, Malaysia will lose its oil revenue. With the loss of tens of billions of dollars of oil revenue, Malaysia will immediately slide into recession.

    Corruption also robs Malaysia of tens of billions of ringgits every year. Many corrupt officials dare not keep their bribe money in Malaysian banks or buy Malaysian assets. So they sneak their money out of Malaysia to Singapore or Hong Kong or some other western countries. With such a huge drain of money Malaysia is being denied the use of much needed capital.

    In the end, racism has failed to bring more wealth to the average Malays. It is logically impossible for the thief to be richer than his victim. For example, if a man has $1 million then the most he can robbed of is $1 million. And after he’s been robbed he will have nothing left to be robbed again. This is why those Chinese who got robbed stay poor and have nothing left to be robbed again by the Malays through racism. Those Chinese who are rich have become rich by bribes. They also send most of their money overseas so that they won’t be robbed down to their last ringgit. In the end, the Malays are still poorer than the Chinese on the average.

    It is a fact that the Malays in Singapore are earning much higher wages than the Malays in Malaysia. And there is no special rights for the Malays in Singapore. In fact, if Malays got special rights in Singapore then in a very short time these Singaporean Malays will have incomes just as small as the Malays in Malaysia. Therefore, if the Malays in Malaysia want higher wages and incomes then the smartest thing for them to do is to vote for PR and support the abolition of special rights. Then with the institution of equal rights for all, more money can stay in Malaysia while more Chinese businesses will flourish to provide more jobs and opportunities for the Malays. And all the corruption and incompetence will disappear from the Malaysian government and economy to make businesses more efficient and profitable for all.

    The Malays should understand that the only way they can become rich is by working harder. Robbing Chinese by denying them their UN sanctioned human rights will not make the Malays rich. It will make the Chinese poorer than they might have otherwise become but it will not make the Malays richer over the long term. I hope the Malays can understand this simple logic and do the right thing on May 5th and vote against racism by voting for PR.

    林冠英啊,林冠英啊。你做了五年的槟城首席部长,还是不能改掉以往爱偏低别人的态度。发表一些有关民联如何降低油价,废除过路费和PTPTN等等课题。
